Description
When hdf5 is built as universal shell scripts h5c++ and h5cc do not have executable permissions. An adhoc fix would be to set change the permissions in post-destroot but there might be a better way.

No, that's not the solution. The fact that the files aren't executable isn't the problem; it's a symptom of the problem. See ##25057 for the whole story.
