I do sudo port install -d arm-elf-gcc, and this is what I get: http://pastebin.com/Nk9c3E6s Note that the binaries are still there.

Why pastebin? Why not attach the log file to this ticket?
Don't fill in the Milestone field for port tickets.
If you are really still using MacPorts 1.8.2 as you say, please selfupdate to get MacPorts 1.9.1. Older versions are not supported.
The relevant error in your log appears to be
make[8]: *** No rule to make target `all'. Stop.
I don't get that problem here on Snow Leopard. It builds fine. The log you supplied is incomplete (begins with the build phase). Please clean the port (sudo port clean arm-elf-gcc), selfupdate (sudo port selfupdate) and try again. If it fails again, attach the full log (compressed, please, if it is large) to this ticket.
