xorg-libxcb should default to python 2.7

Description

We should default to the latest stable 2.x Python, ie 2.7. Patch is attached.

Not until py27-tkinter is split out we shouldn't.

#27768 has been resolved, so I'm fixing this as well. Committed in r74694.
