py*-pil only builds the Tkinter module if py*-tkinter is installed

Description
The asymptote port needs the Tkinter module of py*-pil
. If py*-pil
was installed before py*-tkinter
then the creation of a label in xasy
fails with the following error:

I would suggest to add py*-tkinter
as a library dependency of py*-pil
.
