Create py27-nltk

Description

At the moment nltk is only available through those ports: py-nltk, py25-nltk, py26-nltk Since the all its dependencies exist in py27 version, it would be great to create py27-nltk.

Library Dependencies: py27-numpy, py27-matplotlib, py27-yaml

Added py27-nltk in r78699, based on py26-nltk. stevenbird1, I've left you as the maintainer, since you maintain the other py*-nltk ports; hope this is alright.
