silo: new port

I've created a port file for ​silo, a mesh and field I/O library and scientific database. This is my first Portfile (it's based on the hdf5-18 port file), so it may require a more thorough looking-over. It works without a hitch on my system (Mac OS 10.6.7, MacPorts 1.9.2).

Committed silo in r78261 with these changes:

• removed revision 0 line; that's the default
• removed muniversal variant (the default universal variant seems to work fine -- unless you have specific information about it not working?)
• changed "openmaintainer" to "nomaintainer" (see "port lint") (unless you want to maintain this port?)
• added license line
• removed md5 checksum (we're phasing it out of MacPorts)
• removed ${realname} variable; just use ${name}
• changed "--with-zlib=yes" to just "--with-zlib"
• changed "--with-qt=no" to "--without-qt"
• disabled ccache which caused an error
• enabled test command which seem to run fine
• removed comment about hdf5 variant; moved that information into the hdf5 variant's description where users can see it
• fixed livecheck
• reordered some lines
