This Portfile looks like it was generated with an old version of cpan2port, and needs a lot of cleanup.

I've attached a revised portfile with these changes:
- use valid maintainer (nomaintainer)
- add required long_description variable
- remove extract.suffix and master_sites lines because their values were the defaults
- remove md5 checksum which I consider obsolete
- add "supported_archs noarch" since this port installs no architecture-specific files
- use consistent formatting
Remember that cpan2port is not a foolproof one-step make-a-perfect-port tool. It's merely a first step you can use to get a rough beginning of a portfile, and still requires you to understand and employ portfile writing best practices.
I am not committing this yet, because p5-libwww-perl currently provides this module. The effort to upgrade p5-libwww-perl to the new version that comes as separate ports including p5-http-date is covered by #28865.

I've just fixed the download URL on the howto page so it doesn't point to an old revision.

This has now been committed with the rest of libwww-perl's big new family (r79379).
FOr now, I am going to use cpan2port
