Can't install MacPorts 1.9.2 on OSX10.6.7

Description
Trying to get my HP C5550 printer scanner working and the trail leads me to MacPorts and Sane. I recently updated to 10.6 from 10.5 and that's when I believe it stopped working.
I downloaded MacPorts dmg, opened 1.9.2.pkg and I get the following error and it quits:
MacPorts-1.9.2 can't be installed, or was installed with UNIX Development or Command Line Support deselected.
My Computer:

Install Xcode with the UNIX Development option. http://www.macports.org/install.php#requirements
