caml-camomile: reinplace didn't change anything in Makefile

Using the MacPorts base patch from #15514, installing caml-camomile produces this output:

--->  Installing caml-camomile @0.8.1_0
--->  Activating caml-camomile @0.8.1_0
--->  Cleaning caml-camomile

Perhaps this reinplace is no longer needed and can be removed from the Portfile? I don't know what its original purpose was.
