The port installs emacs version 23.3, which is the latest version. emacs identifies itself as 23.3.1, where the 1 does not really have any meaning: see http://www.gnu.org/s/emacs/manual/html_node/elisp/Version-Info.html#index-emacs_002dversion-34
The _2 is the MacPorts revision.
