after entering
sudo port -v upgrade outdated
the following terminal output...

Try deleting the offending archive from /opt/local/var/macports/software/ncursesw and letting MacPorts download it again. Based on #30942 it sounds like you may have gotten a bad download.

PS I already ran "port selfupdate" and received the following terminal output
i am running mac osx 10.7 (Lion) on dual core, core 2 duo with Xcode 4.0 (installed prior to port selfupdate or port upgrade outdated)
