llvm: simplify dylib location patch

Description
llvm currently uses a foreach loop and install_name_tool to fix the install_name of the libraries; see #29069.
But there is an upstream bug report with a simpler patch we could use. We might also want to ask the llvm developers if they will commit that change and resolve that bug report.
