Surprised there isn't a package for this, but I took a swing at making one. Let me know what you think.

Some comments:
- As reporter you don't need to Cc yourself.
- We probably don't need to be using the archcheck portgroup anymore; MacPorts base includes this functionality.
- The maintainers line needs to be your complete valid email address, preferably in our obfuscated format.
- You probably don't need to list both ftp9.us.postgresql.org and the postgresql fetch group in the master_sites; the latter includes the former.
- You don't need --prefix=${prefix} in configure.args because MacPorts already puts that in configure.pre_args for you.

Is there something holding this up? It would be great to get this into the main ports collection.
