Remove py26-notify-python from deluge dependencies

AFAIK concerning py26-notify-python :
- It is broken because of libnotify dependency, which won't install.
- It is optional since deluge will gracefully just log a warning if missing.
- Is not really important because it concerns only notifications and I doubt there is a "bridge" to growl somewhere... (Tell me if I'm wrong)
So I think it is better to have an (easily) installable package that the minor notification feature. Could you then please just remove this dependency, at least until libnotify is fixed? See http://forum.deluge-torrent.org/viewtopic.php?f=13&t=34649&start=40#p159095 for more details.

No need to CC yourself -- the reporter is always copied automatically.
Have confirmed that deactivation of py26-notify-python does not materially effect the operation of deluge.
Dependency deleted in r85020.
