docbook-sgml-4.2 @4.2 new port for docbook SGML DTDs

Description
This port installs the docbook SGML DTDs. The Portfiles is based on the port docbook-xml-4.2. This port depends on docbook-dsssl, which is currently broken because it fails to install the main catalog, and also doesn't add the DSSSL stuff to any global catalog. The same is true for the second dependency, iso8879. I've opened a ticket including a fixed Portfile for docbook-dsssl, and will also do so for iso8879

I've cleaned up the Portfile a bit and attached a new version.
