I am not too sure about the license. Since it's based on ccache. I assume it's GPL-3.
Not making symlinks to fortran compilers that are found (like that in the ccache port file), nor adding variants of fortran compilers currently in macports, since it's purely user's decision on how/when to use a compiler cache.
This port was also requested in #29973.

Unfortunately the latest release is still just as unclear about the license/copyright status. I really don't think we can add this until/unless those issues are cleared up.

Docs say this is based on ccache 2.4, which is GPL-2+. I don't think we can actually distribute this since it doesn't reproduce the original copyright notices, which is a violation of the GPL.
