If you want to help, read the Guide and attach a portfile patch.

When updating to 2.4.9 or later (2.4.11 was released in 2012), it should be possible to re-enable parallel building.

I am wondering, if I want to tackle this task, how do I go about learning the ins and outs of it? I am assuming I would have to learn the basics of the portfile system, and then figure out what portions of the existing portfile would have to be upgraded. What is the best way to proceed?
