py-nose-skipreq: python 3.x versions fail because dependencies don't exist

Either py-gdata needs to provide python 3.1 and 3.2 versions, or py-nose-skipreq cannot claim to provide python 3.1 and 3.2 versions.

py-gdata doesn't support Python 3 (e.g. see here), so it seems the best solution is for py-nose-skipreq to be modified.
