use_xmkmf fails unless on existing path

Description
If a port specifies 'use_xmkmf yes' the port will fail to build unless the PATH entry for the environment in which the port command is run contains the path for xmkmf.
It is possible to specify the xmkmf environment in a Portfile, but the location of xmkmf is a site specific thing, so the correct place to provide this information is in /etc/ports/ports.conf.

Since we force $PATH (and include /usr/X11R6/bin), this is no longer an issue.
