From my experience, Macports usually focuses on stable releases and Julia isn't considered stable yet. Much to the contrary, it's undergoing rapid development right now. Thus, it could be quite time consuming, both for someone to create/maintain a port and for users to be constantly installing updates. That said, I imagine such a submission would be appreciated if you were interested in creating it.
Also, I'd add that it looks like the Julia people are working on this already. (Or, it may already be working, I haven't tested it yet.) Thus, it's probably wise not to duplicate efforts.
