Can't create packages or disk images as PackageMaker.app can't be found

Description
When tying to create a package (port mpkg <port>) I get errors like the following:
---> Computing dependencies for libcmsis ---> Creating pkg for libcmsis-master-2011.07.23.01 Warning: PackageMaker.app not found; you may need to install it or set packagemaker_path in macports.conf Error: Target org.macports.pkg returned: shell command failed (see log for details)
The procedure to get these errors was sudo port selfupdate sudo port -f uninstall installed sudo port clean --all uninstalled sudo port -k mpkg <port>
This is after installing Xcode 4.3.1 from the AppStore and removing Xcode 4.2.1
