MacPorts 2.1.1 on Mac OS 10.6.8 with Xcode 3.2.6 (MacBook6,1)

I had the same problem as described here. Today I ran 'selfupdate' and then 'install pear-PHPUnit', which includes pear-Archive_Tar. It installed without problem.
The version of pear-Archive-Tar is 1.3.10.
PS: I haven't tested that it actually works by using Archive_Tar, but it installed cleanly.

kasperligaard: Thanks for reporting.
This was not a clean attempt. Please "sudo port clean pear-Archive_Tar", then try again, then attach the new main.log file. Also let us know which php port you have installed.
