MacPorts base version 2.1.1 upgrade failure

I get an error when I upgrade outdated port on my MacBook Pro, OS X, 10.7.4

My macports version is 2.1.1.

I run port upgrade outdated, and the following is error message:

Error: Unable to upgrade port: couldn't open "/opt/local/var/macports/build/_opt_local_var_macports_sources_rsync.macports.org_release_tarballs_ports_archivers_zlib/zlib/work/.macports.zlib.state": permission denied

Any suggestion to fix this problem is really appreciated.

Upgrading ports requires super-user privileges; you need to use sudo for this.

$ sudo port upgrade outdated

I did run port with root account with the command sudo port upgrade outdated.
I have check /opt/local/var/macports/build/_opt_local_var_macports_sources_rsync.macports.org_release_tarballs_ports_archivers_zlib/zlib/work/ dir, there is no such .macports.zilib.state file.
Can anybody tell me that does this error means? This error blocks me upgrading any port. Thanks for any suggestion.

Upgrading ports requires super-user privileges; you need to use sudo for this.

$ sudo port upgrade outdated

Please run "sudo port clean zlib" and then try again to "sudo port upgrade zlib".

Thank you very much for this suggestion. Even I have uninstalled and reinstalled MacPorts. My problem has been fixed. Your suggestion is better way to fix this issue I think.
