Description
On updating of an elderly version of port and the port tree, "port update outdated" fails for plplot. Using Xcode 3.2.6 under OS X 10.6.8.

The Milestone field is not used for port tickets, but the Port field is. Remember to also Cc the maintainer of the affected port so that they become aware of your ticket and can begin to look into the problem.

It seems that your installation is somehow linked against Qt*.framework. I tried to reproduce it by installing qt4-mac +framework, but the qt driver was not built as specified by Portfile. You could force uninstall and install plplot as follows.
sudo port -df uninstall plplot sudo port -d install plplot
You could try deactivating or uninstalling your qt4 installation. BTW, how did you install qt4? MacPorts?
