There have been updates to these ports since this ticket was posted. Please do:
sudo port clean py27-pyqt4 sudo port selfupdate sudo port upgrade outdated sudo port install py27-pyqt4
and see if that works. The versions of sip and pyQt you tried to install didn't always play nicely with the latest qt4-mac; these ones play much better, and I'm working on getting them working even better.

I ran 'port selfupdate' and then 'port upgrade outdated' and then tried to reinstall. It still does not work and I get the same error as I used to get before (pertaining to a missing attribute for a 'license' object). I am attaching the full log below.

so that it reads
depends_lib-append port:py${python.version}-sip \ port:qt4-mac python.bin-append -v -v configure.args-append -e QtGui \
Then re-do the install:
sudo port install py27-pyqt4
Then when the install fails, post the resulting log file back here.

What does "port provides /opt/local/Library/Frameworks/Python.framework/Versions/2.7/lib/python2.7/site-packages/license.py" return?

It says "/opt/local/Library/Frameworks/Python.framework/Versions/2.7/lib/python2.7/site-packages/license.py is not provided by a MacPorts port."

Please attach that file to this ticket. It's the basic cause of the issue; if I have it I should be able to work around the issue.

Maybe you have HyperText installed into your MacPorts area? That's the only project I can find with that specific file that matches what you posted here. Anyway, MacPorts does not provided HyperText to the best of my searching, so I don't know how that file go there. I know of folks who link "/usr/local -> /opt/local", which IMHO isn't wise since the latter should really be reserved for MacPorts only.
Anyway, this file is causing PyQt4's configure script to error out. Let me see if I can work around it. In the mean time, if you do not know what I'm talking about with regard to HyperText, then feel free to delete that file "clean py27-pyqt4" and then reinstall / upgrade it & this time it'll probably work.

I just checked in a fix in r98129. Using your provided license.py file, I could replicate the issue, and this change fixes it (in a good, useful way, which is why I decided to commit it). But, once again, that license.py file should not have been there in the first place if you abide by MacPorts' guidelines that just MacPorts-tracked files should be installed in ${prefix} ("/opt/local" generally). I'm closing this ticket as fixed, since it now works for me under your conditions. If you choose to reopen it, you will need to have removed the license.py file first to show that this port still doesn't work. You will want to remove the "python.bin-append -v -v" from the Portfile if it does work.
