octave-signal: update to 1.1.3

Description
When trying to build octave-signal on Mountain Lion I get this error:
---> Activating octave-signal @1.0.10_0 Error: org.macports.activate for port octave-signal returned: command execution failed
Also, the version is not the latest (1.1.3), and past versions did not work with octave-devel. Now that octave-devel has been updated/fixed, request is for octave-signal to be updated/fixed.

After another attempt at installing it appeared to install without any errors. However, octave doesn't recognize any of the octave-signal functions. Another add-on package is working, so it seems to be a problem between octave-signal and octave-devel.

We need more information to diagnose the activation failure. Can you attach the main.log file?
main.log for octave-signal and libstdcxx are now attached. When trying to install octave-signal I received an error in relation to installing libstdcxx. So both logs are attached.

Please do:
sudo port clean octave-signal sudo port selfupdate
and then try installing it again. Should be fixed with r114034.
We need more information to diagnose the activation failure. Can you attach the main.log file?
