I'm trying to install octave-devel but the installation always fails in jpeg:
---> Installing jpeg @8d_0 Error: org.macports.install for port jpeg returned: no destroot found at: /opt/local/var/macports/build/_opt_local_var_macports_sources_rsync.macports.org_release_tarballs_ports_graphics_jpeg/jpeg/work/destroot Error: Failed to install jpeg

What happens when you clean jpeg and try again?

Your setup is corrupt somehow because jpeg somehow got installed outside of Macports presumably. You can force the activation:
sudo port -f activate jpeg
This is a tech support issue. Follow-up on the Macports Users mailing list.
