This was not a clean attempt. Please try again and attach the log file if it fails:
$ sudo port clean arb $ sudo port selfupdate $ sudo port install arb
In the future please remember to cc the maintainer and when you use keywords please have a look at DraftKeywordGuidelines. The port field is unambiguous and the port name shouldn't be repeated in the keywords field.

Please download and install the arb package installer from http://download.arb-home.de/osx/
Be sure to read the README included in the .tgz archive.

Could you try upgrading Xcode? Perhaps arb should not use -O4 (which enables -flto in llvm-gcc) with older Xcode versions, or at all if upgrading doesn't help.
