Description
The nss-3.13.3_1 port is mistakenly setting the execute permission to all files in /opt/local/include/nss/.

True, but it's not a big deal; it doesn't cause any problems.

This ticket has been opened "forever". I looked at it now (when searching for other problems related to this port), but the executable permissions no longer seem to be present. I guess the problem was fixed at some point, either automatically after port upgrade or after some changes in Portfile.
So I'm closing the ticket.
