Description

This patch updates gSOAP to the latest stable version 2.8.11, released a month and a half ago.

It's critical to have up-to-date gSOAP versions, because any software including gSOAP specs fails to compile if the gSOAP version installed on the system does not match.

Because of this, please consider applying this patch before #35728, until a decision is made concerning the header file in there.
