Are you using the octave-devel port? If so, try with the octave port instead. Be sure to clean octave-ocs before trying again.
We are using octave-devel port. Do we really have to go back to octave and uninstall octave-devel , as that causes more problems with other packages ?

You don't have to; I'd say Ryan is just trying to gather more data.

Please do:
sudo port clean octave-ocs sudo port selfupdate
and then try installing it again. Should be fixed with r114034.
