tcl-dox does not have a universal variant

Description
I was trying to add tcl-dox as a dependency to a portfile with a universal variant, but when installing it +universal, it failed because tcl-dox doesn't have a universal variant itself. Apparently this is because it uses use_configure no
in its portfile. I'm not sure whether it would be better to fix this by adding variant universal {}
or instead by adding supported_archs noarch
...

It's not noarch. It doesn't respect build_arch either.

Fixed in r103085 using get_canonical_archs
.
