Apologies for missing the port field. So, if "port info $pkg" only shows nomaintainer@, should I just leave the Cc: field blank?

Yes. “nomaintainer@…” is a dummy address. Same for “openmaintainer”, although openmaintainer ports always have a real maintainer also, so it’s kind of moot.
