log4c seems to have been updated (port version: 1.2.2, new version: 1.2.3)

This release contains important bugfix in syslog appender. There are also
updates for better integration with recent Linux distributions:

* update rpm packaging
* update FSF address in license and headers
* manpage for log4c-config

* use more recent autotools

Homebrew updated their log4c to 1.2.3 in ​their commit @399cb32, for reference... The sha1 checksum for the new tarball is now 2f48a1b6ac551b295c1235fa463e80d747bee5e9, apparently...
