We need to see the log that the failure message mentioned. Please clean, try installing again, and attach the log if it fails. 

% sudo port clean py27-scipy
% sudo port install py27-scipy
% port logfile py27-scipy

And in the future, please Cc relevant port maintainers and use WikiFormatting for your ticket description.
