Can you attach config.log? The header didn't change and the library has the necessary symbol, so I wonder why the configure check fails.

Hello.
The headers and libs on 10.9 are fine. They just version the function by #define'ing it to something with a version number in it. So _res_mkquery cannot be found by simply looking at the defined symbols.
MTR 0.85 compiles fine. So please either update the port or use some of the configure.ac hunks from https://github.com/traviscross/mtr/commit/8348cfdc39694f0ada686b8277b75b3f72c6a47f
