Ncl did not built during building ncarg port on Mac OS 10.9.

You have to actually run "port info --maintainers ncarg" in your terminal to see who the maintainers are, then put the result in the Cc field.
This seems to be the same as #38687.
It's curious that the port goes to the effort of detecting that ncl did not build, but then does not error out as I would expect it to do.
