arpack @3.1.3: configure failed

typed the command

sudo port install octave-devel

a large part of the install is completed without problems, however when the system tries to install arpack, i get this error message:

Since you're on Mavericks, try xcode-select --install and walk through the Software Update (like two steps). From: #41898

Did that work? If not, please attach the config.log.

This was fixed somewhere along the years, and arpack builds on Mavericks now without issue.
