tomcat5 fails to build because it doesn't deal with commons-el correctly

Description
When tomcat5 port gets to the commons-el portion it errors because the commons-el files are not in the location it expects (it appears they just haven't been copied yet).

OK, now tomcat fails on jaxen... see 4290
commons-el works fine.

I'm closing this bug for now, since this seems to be describing issues with other ports, not with tomcat5.
