Determine perl version as variant for openbrowser dependencies

Description
I've attached an updated portfile, which allows one to specify the perl version as a variant in order to avoid the hardcoded use of 5.12 in the dependency. This should avoid the need to install perl5.12 if somebody already has perl5.16 on their system, say.
I don't suggest that this is perfect, but it would be nice if somebody could tweak this a little and commit the changes?
