R @3.0.2_1: upgrade to 3.0.3, simplify master_sites

Description

R port version bump to 3.0.3. Also, since there are now something like 90 CRAN mirrors worldwide, I changed master_sites to ​http://cran.rstudio.com/... which does "automatic redirection to servers worldwide".

Updated in r117668. You forgot to remove/reset revision, and I didn’t catch it until after I committed, so I shuffled stuff around a bit in r117669 to try to make it easier to remember in the future.

Sorry about that. Would it be ok to put 'revision 0' in the Portfile rather than delete the revision line entirely? I make this mistake a lot and I think if the revision were right below the major/minor/point I would see it when I am doing updates and that would (hopefully) jog my memory.
