I have tcl 8.6.1 installed, look like its looking for tcl 8.5 ?

I don't think that the Tcl error is related to the port build failure. That's a port base issue.
The build error in your log file is not with yelp per se but with the build/upgrade of its dependency gnutls.
No need to add the port name to keywords if it's already in the Port entry.
