BUG: coreutils actually depends on gettext

Description

coreutils doesn't declare a dependency on gettext. This can yield to serious problems: if gettext and coreutils are installed, and then gettext removed, /opt/local/bin/ginstall will no longer work (but will be used by most ports as the install program).
