Description
Please update ghc to 7.8.3; 7.6.3 does not build (#42091).
Please fix the livecheck; the livecheck is currently disabled.

Duplicate of #44891. Livecheck is disabled intentionally. As the comment next to the version line says, ghc must not be updated without also updating the haskell platform.
