cfourcc: upstream mastersites not valid

Upstream this the site ​http://sarovar.org seems to be down (or at least not fully functional). So homepage and mastersites are not valid for this port and livecheck is broken.

The port still fetches from Macport's mirrors:

The port was submitted in #15037 and committed r36131 approximately 6.5 yr ago, and never maintained or updated.

The software might have a new upstream home ​here. It refers to a version 0.1.3, but I was not able to find a formal release.
