petsc4py python 3.4 support

Description
The py-petsc4py portfile only includes support for python version 2.6 and 2.7. However, it actually works with python 3.4 without any modifications as well. I did not try python 3.3, but I assume it might work as well. The attached patch adds the python 3.4 support.
