p5-eval: make p5.x-eval and p5.y-eval installable side-by-side, add livecheck

The port installs the following files:

  /opt/local/bin/graph_gtfs.pl
  /opt/local/bin/make_intron_lenght_vs_performance_graph.pl
  /opt/local/bin/validate_gtf.pl
  /opt/local/bin/validate_splice_sites.pl
  /opt/local/lib/perl5/vendor_perl/5.20/Eval.pm
  /opt/local/lib/perl5/vendor_perl/5.20/GTF.pm

However that is not "compatible" with MacPorts' idea where the port should be installable side-by-side for different versions of Perl.

Please try to fix that or ask on the mailing list if you have problems.

Fix license, mark noarch and platforms any, make subports
non-conflicting.
