mod_wsgi: Add apache24 variant

Description
The mod_wsgi port builds and installs a module for use with the MacPorts Apache 2.2 port (apache2). This is a request to please add a variant to build and install the module for use with the MacPorts Apache 2.4 port (apache24-devel).
OS X Yosemite (10.10.1) ships with Apache 2.4.10, so in some sense, MacPorts is behind the shipping Apple OS.

But since that's what I've been saying for years without doing anything about it, maybe that's unrealistic. Maybe we should instead move apache24-devel to apache24, start adding variants to ports, and then eventually retire the apache2 port.

I like this better. I recently went through an exercise of converting a server from Apache 2.2 to 2.4, and there are some significant configuration changes in authorization (see http://httpd.apache.org/docs/2.4/upgrading.html). This method gives people time to upgrade from Apache 2.2 to 2.4 on their own schedule.

We don't really want to add apache24 variants to anything. Instead, we want to take the contents of the apache24-devel port and use it to replace the apache2 port, then make the apache24-devel port obsolete.
