py-python-poppler-qt4 @0.18.2_1: remove python PortGroup

Description
Using the python PortGroup is unnecessary here, and it is probably also undesirable, since the PortGroup sets a lot of unused values and defines subports that are going to be redefined.
This shouldn't require a revision bump: this port is not going to be installed anyway.
I'm abusing the 'maintainer' keyword, but after all I was the maintainer of this port until 2 days ago... :)

The obsolete port group does this automatically -- nothing personal :-)
Committed in r133865. I also added license, categories keywords to quiet lint.
