gettext @0.19.5_0: Undefined symbols: "_stpncpy"

While upgrading gettext @0.19.4_0 to gettext @0.19.5_0 on 10.6.8 (Intel 64bit) or gettext @0.19.4_0+universal to gettext @0.19.5_0+universal on 10.5.8 (PPC 32bit) I have failed for both platforms as the symbol "_stpncpy" cannot be found during linking.
